| The Uruguayan government has defined IT as a priority sector which it constantly tries to promote and develop. In Uruguay, the production of software is not subject to profit tax or VAT, when it is produced for export.
There are also business parks that are fully tax-free. These areas are not subject to any national tax, currently in force or to be created, including profit tax, and tax on capital, which makes them extremely attractive to foreign companies who wish to settle in the country, as well as national companies who require the best infrastructure with which to export their goods and services to the rest of the world.
Enterprises clustered in southern Montevideo, with high development standards in both IT and quality of life:
- 69% homes having a PC (RADAR, 2009)
- 58% Internet penetration (RADAR, 2009) Democracy. Uruguay is the most democratic country of South America (The Economist Intelligence Union, 2010).
- Uruguay is the 1st country of South and Latin America by the Quality of Living Ranking (Mercer Eco-City Ranking 2010)
- Uruguay is the 1st country of South America in the ICT Development Index (International Telecomunication Union)
- 99% literacy among Uruguay’s population (SITEAL, 2010)
- Uruguay has the second place in the Index Economic Freedom of South America. (Heritage Foundation, 2011)
- Uruguay was the first country to join the One Laptop per Child (OLPC) initiative, which is carried out by Nicholas Negroponte.
A Virtual Technology Center thus emerged in the city of Montevideo, generated by existing:
A) favorable life conditions (high social and educational standards, safety, etc.), B) favorable conditions for the development of IT industry (high university standards, promotional fiscal framework, creation of a Software Testing Center, etc.)
